Strategic Planning

• Ongoing provision of planning advice to FV to recognise Bay West in Planning Schemes and on Vic Plan and put in place appropriate referral mechanisms to ensure the potential to deliver Bay West is not undermined by use and development proposal (current).

• Prepared Bus Reform Statutory and Strategic Planning Implications for the DTP Bus Reform Team (2024) which identified changes required to the VPP and Planning Schemes to successfully implement Victoria’s Bus Plan, including detailed advice on the expansion of the scope of the Principal Public Transport Network.

• Ongoing provision of planning advice to Freight Victoria on planning for and around ports and freight terminals (current).

Project Advice

• Provided technical advice on planning tool design and selection, and peer review of the Environment and Landscape Overlays Review prepared by Claire Scott Planning (2021).

• Provided technical advice on the Fast Track Process for Renewable Energy project prepared by Arup (2022) including authoring the revisions to Clause 52.32 Wind energy facility and 53.13 Renewable energy facility (other than wind energy).

• Authored "A best practice guide to planning scheme reviews for Regional Planning Partnerships" which includes a step-by-step guide to review of planning schemes to improve the strategic focus of schemes, and the alignment with the Ministerial Direction on the Form and Content of Planning Schemes.

Policy Development

• Project team member for Transport Planning Reforms (2022, VC204 and VC205) including authoring Clause 18.

• Prepared advice and draft novel planning provisions for consideration by the Victorian Government to facilitate delivery of key worker housing as part of the North East Tourism Key Worker Attraction and Retention project, funded by Regional Development Victoria (2021 – 2023).

• Sessional member at Planning Panels Victoria between 2009 and 2023.  Significant projects included the State Planning Policy Framework Ministerial Advisory Committee (2012-2013) and the Ministerial Advisory Committee for the sale of Government Land (2015 – 2023).

Drafting Planning Controls

• Ongoing preparation of appropriate planning controls to manage impacts of coastal hazards on seven South Gippsland townships, utilising the Erosion Management Overlay supported by local policy (current). 

• Authored the Generally in Accordance Guidance Note (2020) accordance advice published by the Victorian Planning Authority.

• Completed planning scheme reviews for 16 municipalities since 2021.

Mentoring & Training

• Ongoing development and delivery of the Drafting Planning Schemes Series and Strategic Planning Series of training to hundreds of planners across the state through the PIA PLANET program since 2010. 

• Delivered lectures at RMIT in strategic planning, statutory planning and property development subjects at a graduate and post graduate level  between 2002 and 2022.
